Allowing market-based solutions, including greater choice and flexibility in health insurance markets, will drive down the costs of health care and health insurance.  Maine has been a leader in generating innovative, collaborative solutions, such as the Maine Guaranteed Access Reinsurance Association, created by the 125^th Legislature, that have become a national model for driving down costs.  Although this program had been put on hold by the passing of the Affordable Care Act—Obamacare—it was reinstated in late 2018 and will decrease Maine health insurance costs by an estimated 9 percent in 2019.
