In combination, these policies leave minority students with fewer and lower-quality books, curriculum materials, laboratories, and computers; significantly larger class sizes; less qualified and experienced teachers; and less access to high-quality curriculum. With your selected color, click on a part of a picture to fill it with that color. It is certainly possible to spend money ineffectively; however, studies that have developed more sophisticated measures of schooling show how money, properly spent, makes a difference. Our analysis suggests that higher education has opportunities to address many of these gaps. It seems like that might be hard to track or figure out. In all of the current sturm und drang about affirmative action, special treatment, and the other high-volatility buzzwords for race and class politics in this nation, I would offer a simple starting point for the next century s efforts: no special programs, just equal educational opportunity. Data Highlights Age In 2021, the highest level of education of the population age 25 and older in the United States was distributed as follows: 8.9% had less than a high school diploma or equivalent. So it's really tricky because one of the things that's in special education law is a requirement that students be placed in the least restrictive environment. SAGE is a leading international provider of innovative, high-quality content publishing more than 900 journals and over 800 new books each year, spanning a wide range of subject areas. For example, the University of Massachusetts Boston allocates at least 20 percent of its faculty-hiring budget for pairing a specialized hire with a complementary hire from a historically marginalized group. Introduce prospective teachers and in-service teachers on how culture, identity and context interact, and interventions that have been demonstrated to increase achievement in ethnic and racial minority students. All of these things may then lead to increased referrals in special education and that might be a data point that we should use as a diagnostic and say, okay, well we need to look at what's going on in our school and in our school district more to better understand why we are getting these outcomes that we are. If you look at rural states or rural school districts, they don't have the capacity to run a segregated program. It gives kids rights and access to services. Eighty-four percent of presidents in higher education who responded to a 2021 survey said issues of race and ethnicity have become more important for their institutions.13Scott Jaschik and Doug Lederman, 2021 Survey of College and University Presidents, Inside Higher Ed, 2021. Table 3. This part looks at the racial wealth gap in America. Jill Anderson: I am Jill Anderson. Rising costs and stagnating completion rates: Who is bucking the trend. Jul 1, 2021 Teacher diversity is invaluable for all students. Examine the factors that contribute to the success of ethnic and racial minority students who participate in selective academic programs. We all know what the negro has been as a slave. So we're looking at it at a systems level and I think what some of the evidence that we have raises questions about is it really indicates a pattern that would suggest that maybe not all of the decisions that we are making are appropriate. The U.S. electorate is aging: 52% of registered voters are ages 50 and older, up from 41% in 1996. And one of the things that continues to be questioned in the looks around disproportionality in special education for students of color is what is the relationship between low income students and students of color and disproportionality. Several pending bills to overhaul the federal Higher Education Act would ensure that highly qualified teachers are recruited and prepared for students in all schools. If this is a need that teachers have, how can we think about better preparing teachers to meet the needs of kids that we know that every teacher's going to have in their classroom? In 2013, 38 percent of all not-for-profit institutions had a more diverse population than would be expected given the racial and ethnic makeup of the traditional college-going populationthat is, 18- to 24-year-olds, our proxy for equitable racial representationwithin a given home state. By pursuing racial-equity goals, the higher-education sector may achieve gains in core areas of impact. 1 Includes Ph.D., Ed.D., and comparable degrees at the doctoral level, as well as such degrees as M.D., D.D.S., and law degrees that were classified as first-professional degrees prior to 2010-11. And what we've seen over time is the more that teachers know about what they're able to do in the classrooms, the more technology has advanced. Laura Schifter: Yeah. This, in turn, makes a difference in what communities can accomplish. When we think about things from a systems perspective and a policy perspective, I think one of the things that we need to do is think about it through the lens of how can we create the best conditions possible for this complex system to go in a good way for kids. One of the other things that we can do is really think about ways to reduce those negative impacts of special education. (R1 institutions will never reach parity at current rates.) Race-Based School-Funding Gaps Persist. These hierarchies include chronic disparities in outcomes throughout the education system. We engage the debate over the color line by considering the independent, simultaneous, and interactive impacts of skin tone and self-identified race on educational performance. And in some cases, the district may review that and say, you know what, our practices are right. While income status is sometimes accepted as the reason behind this phenomenon, Schifter says that doesn't tell the full story. A webinar on Racial and ethnic equity in US higher education, Racial and ethnic equity in US higher education: Completion rates, Racial and ethnic equity in US higher education: Students and faculty. Robert Dreeben and colleagues at the University of Chicago conducted a long line of studies documenting both the relationship between educational opportunities and student performance and minority students access to those opportunities. In schools with the highest minority enrollments, for example, students have less than a 50 percent chance of getting a math or science teacher with a license and a degree in the field. Lecturer Laura Schifter (left) leading a class during HGSE J-term. The first one is that the child has a disability and that's a disability, one of 13 disability categories. And then another flag for concerns for us for low income students was what happens after their identification. This is the Harvard EdCast produced by the Harvard Graduate School of Education. It's not. Laura Schifter: Policy has multiple levels and one of the levels that we look at a lot is through federal policy and the Individuals with Disabilities Education Act and policymakers have tried to address the issue of disproportionality in special education. If teachers don't feel prepared to meet the needs of kids with disabilities within their classroom or kids who behave differently within their classroom, then there will be a kind of trigger to find a solution for that through the path of special education. And as such, that no longer becomes an option for placing a student in that program and they're forced to think about ways to do inclusive education well. For more, see Federal Pell Grants are usually awarded only to undergraduate students, US Department of Education, accessed June 29, 2022. Federal policymakers can develop incentives, as they have in medicine, to guarantee well-prepared teachers in shortage fields and high-need locations. What's their role in this? Are evident early in childhood and persist through K-12 education. It's certainly a difficult work to do and I think people have good intentions going into this work and it's important to recognize that as well. The principal might have things on their mind in terms of what supports they could actually provide the student and whether they have the ability to get the student what they need within their school district if they do find the child eligible. If sustained, these investments in institutional action could benefit students, faculty, community members, and society. Response: The percentage of degrees conferred by race/ethnicity and sex varied by level of degree in 2018-19. The initial reflection can create an environment of intellectual and psychological honesty and make conversations about each institutions commitment to rectifying racial inequities feel more natural and productive. Then we discuss how institutions can meet goals around racial and ethnic equity. And I think one of the things that we'll see is when people start talking about what to do next with IDEA, that this issue will come up and there'll be an opportunity to kind of evaluate whether this is the right approach or not. Policy has changed on how it addresses disproportionality in special education over time. From 2018 to 2019, there was a four-percentage-point gap between the percent of individuals from underrepresented populations with a bachelors degree and the percent of the total population with a bachelors degree. And I think that that is one thing that we need to require is that the data be reported out by low income students and that we look at significant disproportionality for low income students as well. Research has found that both students and teachers are tracked: that is, the most expert teachers teach the most demanding courses to the most advantaged students, while lower-track students assigned to less able teachers receive lower-quality teaching and less demanding material. Degrees conferred by race/ethnicity and sex, NCES, US Department of Education, accessed June 22, 2022. One of the driving questions we explore: How can the transformative power of education reach every learner? For example, when Eleanor Armour-Thomas and colleagues compared a group of exceptionally effective elementary schools with a group of low-achieving schools with similar demographic characteristics in New York City, roughly 90 percent of the variance in student reading and mathematics scores at grades 3, 6, and 8 was a function of differences in teacher qualifications. And what happens after that is that a team of professionals come together for an eligibility meeting. Students in poor or predominantly minority schools are much less likely to have teachers who are fully qualified or hold higher-level degrees. W.E.B. Developmental psychologists have identified how differences in early childhood education and childcare are associated with academic performance and school readiness for ethnic and racial minority children prior to their entry into K-12 schools. However, our analysis of student representation over time also suggests that progress has been uneven. Predominantly white school districts receive more funding than predominantly non-white districts, a new analysis finds. The racial and ethnic diversity of the nation's 6.6 million teachers has increased since 1990 but has not caught up with the diversity of their students, according to a U.S. Census Bureau analysis of employment and population data. But it also factors in information from the teacher reviewing the student within the context of their classroom. Such arguments against equalizing opportunities to learn have made good on DuBoiss prediction that the problem of the 20th century would be the problem of the color line. Promote allocating resources for increasing the capacity of teachers to deliver evidence-based, gap-closing instructional and learning strategies. social distancing, and masks worn. Jill Anderson: So tell me a little bit more about what you did find out because it sounds like there's a lot of reasons that you might end up seeing disproportionate numbers of kids in these classes. What are the programs that we have in the school that might be funneling kids to certain placements over other kids? Thinking about things in different ways can lead to some of these systems questions that may lead to us looking for different supports in that way. The NAACP on Saturday issued a travel advisory for Florida over Republican Gov. Institutions with very high research activity as assessed by the Carnegie Commission on Higher Education. These issues deserve a separate discussion. And it's just a result of the fact that our general education is not meeting the needs of all kids. We talk to teachers, researchers, policymakers, and leaders of schools and systems in the US and around the world looking for positive approaches to the challenges and inequties in education. Laura Schifter: Yeah. SAGE remains majority owned by our founder and after her lifetime will become owned by a charitable trust that secures the companys continued independence. It would fill the land with violence and crime, and make the very name of America a stench in the nostrils of mankind. Finally, universities could ensure that their financial success is translated into positive outcomes for the surrounding communities. Some of these actions may light the path for collective action by all institutions to achieve sectorwide reform. Special education expert Laura Schifter discusses how students of color and low-income students are disproportionately assigned to special education, and what can be done. And among Democratic and Democratic-leaning voters, half are 50 and older, up from 41% in 1996. Jill Anderson: Is there a specific policy recommendation that you would make? Build on the social, cultural, linguistic, experiential and intellectual assets that students from diverse backgrounds bring with them into classrooms. Additionally, representational disparity among faculty is more acute in R1 institutions. In other places, what you might find out is we have a system where our classroom management across our school is really variable and we're not providing enough supports for students to understand how they're supposed to behave in our classroom from one year to the next. Now one of the things that did raise some concerns for us or flags about what this means for students in school is we looked at how low income students were identified for special education across different disability classifications. And one of the things that becomes tricky is because sometimes those factors are maybe a little bit more complicated to determine is that there might be fudging of those two criteria based on the context to either get what they think the student needs going forward. And I think some of those patterns really raised the concern about whether those placements are actually good for the vast majority of students that get them. More than half of Republican and GOP-leaning voters (56%) are ages 50 and older, up from 39% in 1996. Recent analyses of data prepared for school finance cases in Alabama, New Jersey, New York, Louisiana, and Texas have found that on every tangible measurefrom qualified teachers to curriculum offeringsschools serving greater numbers of students of color had significantly fewer resources than schools serving mostly white students. Are there ways that we can tackle that? Jill Anderson: The study looked at three states and I know there was a lot of variability in what happened in those states, but was there a way to really know what students were accurately placed and which students maybe weren't? By Summer Concepcion. Additionally, the pace of change is slow: it would take nearly 300 years to reach parity for all not-for-profit institutions at the current pace and 450 years for R1 institutions. For more, see Federal Pell Grants are usually awarded only to undergraduate students, US Department of Education, accessed June 29, 2022. Sara Weissman, Johns Hopkins ditched legacy admissions to boost diversity and it worked, Diverse: Issues in Higher Education, February 5, 2020. Among faculty, complex reasons including the changing structure of academia and patterns of racial inequity in society mean that faculty members from underrepresented populations are less likely to be represented and to ascend the ranks than their White counterparts.10Colleen Flaherty, The souls of Black professors, Inside Higher Ed, October 21, 2020; Fernanda Zamudio-Suarez, Race on campus: Anti-CRT laws take aim at colleges, email, The Chronicle of Higher Education, April 26, 2022; Mike Lauer, Trends in diversity within the NIH-funded workforce, National Institutes of Health (NIH), August 7, 2018. Lecturer Laura Schifter (left) leading a class during HGSE J-term. Over the past 30 years, a large body of research has shown that four factors consistently influence student achievement: all else equal, students perform better if they are educated in smaller schools where they are well known (300 to 500 students is optimal), have smaller class sizes (especially at the elementary level), receive a challenging curriculum, and have more highly qualified teachers.
